Abstract
This research aims to find out the implementation of this sidewalk function policy as a pedestrian need or selling culture, because sidewalk public facilities are built by the government to maintain pedestrian safety and comfort. This theory refers to the theory of policy implementation according to Van Metter and Van Horn as a guideline for analyzing this research. The research method used is a qualitative approach with a field study method from the results of observations, interviews, and documentation. The results of this study indicate that the implementation of the sidewalk function policy is still not effective, seen from the many pedestrian rights that are eliminated due to street vendors selling.
