Abstract
This study is based on the problems outlined in the problem statement, namely the implementation of e-government through the Integrated Hajj Computerization System, abbreviated as SISKOHAT. Hajj services at the Cirebon City Ministry of Religious Affairs Office have not yet reached an optimal level. This problem has caused network disruptions in the system, difficulties in registration and data entry for elderly pilgrims, a lack of discipline among some employees, limited facilities with only one SISKOHAT room, and discrepancies in the data on the Hajj registration requirement documents. Therefore, the researcher was interested in taking the title “Implementation of E-Government Through the Integrated Hajj Computerization System (SISKOHAT).” This study employs a qualitative approach, with data collected through literature review, observation, interviews, documentation, and Focus Group Discussions (FGD).
The research findings are as follows: The implementation of E-Government through the Integrated Hajj Computerization System (SISKOHAT) is stipulated in PMA RI No. 14 of 2012, which serves as the core of hajj pilgrim services by facilitating the registration and data entry processes for pilgrims. E-Government through the SISKOHAT application has not been optimal, as evidenced by several issues and obstacles. Factors contributing to the suboptimal implementation of E-Government through the Integrated Hajj Computerization System (SISKOHAT). According to Indrajit (2006:15), there are three main elements that must be possessed and seriously considered to achieve success, namely support, capacity, and value.
Effective efforts to optimize the implementation of E -Government through the Integrated Hajj Computerization System (SISKOHAT) at the Ministry of Religious Affairs Office in Cirebon City should include expanding the SISKOHAT room for Hajj pilgrims, improving human resource quality through training or seminars, and providing assistance to elderly Hajj pilgrims to facilitate the completion of the required forms and conditions for Hajj pilgrims.
